Margaret Mooney described a sort of support with various levels with her to,with,by model. It's a scaffolding approach to teaching children to read.

TO: When children are read to, they hear what reading is supposed to sound like (phonology & syntax), and the teacher models what she understands through thinking aloud strategies (semantics, pragmatics, discourse.)

Application: Read-Aloud

WITH: When a teacher reads with the children, she may ask them to chime in at various points in the text, so the children can get an idea of the syntax or structure of the sentence to help them make meaning.
Application: Shared Reading, Guided Reading, Interactive Read-Aloud
BY: This is when the children read independently with little support from the teacher. The goal of balanced literacy is to get children to read independently, the whole purpose of scaffolding. The scaffolding is there when they need it, but eventually they learn to read on their own through ample opportunities for independent reading. There needs to be balanced doses of to, with, and by opportunities, so the children can develop and become more independent and less dependent on support.
